Brief specification description or basic overview of the project: Ten 8-meter pure electric buses are purchased for this project. This project has not conducted an import demonstration, does not accept the import of complete, and does not allow subcontracting or re-contracting. (See “Chapter 2 Project Procurement Requirements” for details.

合同履約期限：自合同簽訂之日起至2025年4月30日前完成車(chē)輛上牌和交付，并通過(guò)招標(biāo)人驗(yàn)收。

二、申請(qǐng)人的資格要求

2. Qualification Requirements for Bidder

(a)滿(mǎn)足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定;

(a)Meet the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China”;

(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：包括但不限于節(jié)能產(chǎn)品政府采購(gòu)、環(huán)境標(biāo)志產(chǎn)品政府采購(gòu)、促進(jìn)中小企業(yè)發(fā)展、支持監(jiān)獄企業(yè)發(fā)展、促進(jìn)殘疾人就業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: Including but not limited to the government procurement of energy-saving products, government procurement of environmental label products, promoting the development of small and medium- enterprises, supporting the development of prison enterprises, promoting the employment of the disabled.

(c)本項(xiàng)目的特定資格要求：3.1根據(jù)《上海市政府采購(gòu)供應(yīng)商信息登記管理辦法》已登記入庫(kù)的供應(yīng)商。

3.2本項(xiàng)目不接受聯(lián)合體形式投標(biāo)。

3.3未被列入《信用中國(guó)網(wǎng)站》(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法案件當(dāng)事人名單和“中國(guó)政府采購(gòu)網(wǎng)”(www.ccgp.gov.cn)政府采購(gòu)嚴(yán)重違法失信行為記錄名單。

3.4為該采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該項(xiàng)目的其他采購(gòu)活動(dòng)。

3.5單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)。

3.6符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》(滬財(cái)采〔2024〕12號(hào))第17條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。

(c)Specific qualification requirements for this program: 3.1 Suppliers that have been registered and included in the database in accordance with the “Shanghai Municipality Government Prourement Supplier Information Registration Management Measures”. 3.2 This project does not accept joint bidding. 3.3 Suppliers that are not on the “Credit China Website” (www.creditchina.gov.cn) as persons who have not fulfilled their obligations, major tax violations, and theChina Government Procurement Network” (www.ccgp.gov.cn) as suppliers who have serious violations of government procurement. 3.4 Supiers who provide overall design, specification preparation, or project management, supervision, and testing services for this procurement project shall not participate in other procurement activities of this project.3.5 Different suppliers with the same person as the unit leader or with direct control and management relations shall not participate in the same government procurement activity under the same contract 3.6 Suppliers that meet the requirements of Ar
